We are an energy service company
Integrity develops Energy Services Proposals (ESPs) to implement turnkey facility upgrades. The ESP provides guaranteed outcomes of the project including maximum allowable construction costs, energy savings and system performance.
Integrity Energy Services, as one of the Energy Service Companies (ESCOs) on the Department of Enterprise Services (DES) roster in Washington State, plays a significant role in energy conservation and efficiency. ESCOs like Integrity Energy Services perform Energy Savings Performance Contracts (ESPCs), which are partnerships between agencies and ESCOs. In an ESPC, the ESCO conducts a comprehensive facility energy audit, identifies improvements to save energy, designs and constructs a project that meets the agency’s needs, and arranges financing to pay for the project. The ESCO guarantees that the improvements will generate energy cost savings to pay for the project over the term of the contract.
The importance of the Clean Buildings Act in Washington State cannot be overstated. Enacted in 2019 and expanded in 2022, the legislation requires building owners to reduce their energy usage to meet or exceed prescribed Energy Usage Intensity (EUI) targets based on the building’s usage type. This is where ESPCs can be particularly beneficial. By implementing energy-saving measures through ESPCs, building owners can achieve the required energy efficiency improvements, thereby aiding in compliance with the Clean Buildings Act. This not only leads to significant energy and cost savings but also contributes to the state’s sustainability goals.

Construction Management
We understand the importance of effective construction management in achieving energy efficiency goals. Our construction management services are instrumental right from the early stages of a project, providing cost estimating during scope development and constructability reviews during design. We offer comprehensive construction management services that include bid document preparation, bid analysis, contract document management, permitting, project scheduling, change order management, Request for Information (RFI) processing, training coordination, start-up coordination, invoice management, and project close-out documentation. This includes as-built drawings, punch lists, and warranty management. Our meticulous approach ensures that every aspect of the construction process is managed efficiently, paving the way for successful project completion and optimal energy efficiency.
Commissioning
Leveraging our extensive knowledge of building system operations, we strive to ensure that all systems are fully commissioned, operating correctly, and functioning at their optimal capacity. Our systematic approach allows us to provide a thorough and well-documented process that can be easily communicated to all relevant stakeholders. We stand by our commitment to excellence and will not hand over a system or initiate a warranty until we are absolutely certain that the commissioning is complete.

Performance Measurement + Verification
We know the importance of performance measurement and verification (M&V) in energy efficiency projects. M&V is a critical component that confirms utility savings and ensures performance guarantees are met. We tailor the level of monitoring and verification to best suit your needs. For simple lighting upgrades, we typically recommend an abbreviated M&V program. For more complex conservation measures, a more extensive program is recommended. In all cases, our goal is to provide the necessary level of service for you to feel confident that the energy-saving targets have been achieved. Grant and Utility Incentive Procurement
We are dedicated to reducing the upfront capital costs of your energy projects by pursuing all available funding options. We have a wealth of experience in securing state and federal energy efficiency grants for our clients, which can significantly offset the initial investment required for energy conservation measures. In addition, we work closely with your local utility companies to maximize the incentives available for your program or project. Case Studies
Federal Way Public Schools (FWPS) Is One Of The Largest School Districts In The Washington State Comprised Of 38 Schools Serving Nearly 24,000 Students. The District Strives To Provide Exceptional Teaching And Learning Environments And Effectively Manage Public Funds. To Achieve Those Objectives, District Staff Is Very Proactive In Upgrading And Maintaining Educational Facilities While Working To Reduce Utility Consumption. As Part Of That Effort, The District Partnered With The Washington Department Of Enterprise Services (DES) Energy Program And Selected Integrity Energy Services To Identify, Develop And Implement Facility System Upgrades And Energy Efficiency Measures. The Project Team Designed And Constructed HVAC Replacements At Nine Sites During A Single Summer. Integrity Assisted FWPS In Preparation And Submittal Of An Application For An Energy Efficiency Grant From The State Department Of Commerce. A Maximum Grant Award Of $350,000 And Over $100,000 In Estimated Utility Incentives Significantly Reduced The Amount Of Capital Funding Required For The Project.
The Northshore Utility District selected Integrity Energy Services through a competitive process to identify and implement energy efficiency and renewable energy measures. IES evaluated multiple sites, as previously described in this document, to identify the most appropriate location for the array. The assessment criteria included lowest first cost, maximum energy production, ease of maintenance, and site security. Integrity wrote the application for the District and secured a $58,796 grant (50% of the project cost) for this 20kW array.
Clallam Transit selected Integrity Energy Services (IES) to design and implement a solar PV array at their Administration Operations and Maintenance Buildings. Using an Energy Saving Performance Contract, IES was able to estimate cost savings of $2,694 by installing a 55.86 kW PV array with an estimated annual production of 51,365 kWh to significantly offset annual electric utility consumption. Reduce 22.0 tons of CO2 annually – equivalent to planting 6 acres of trees.
Integrity Energy Services designed and installed a 20kW solar PV array that provided the following benefits to the City of Bellevue: The array produces over 21,000kWh of electricity per year utilizing renewable energy technology. This reduces the amount of power the city buys from the local utility. The city secured a solar energy grant from the Department of Commerce for $60,395. The data-monitoring kiosk at the community center facilitates public access to the energy generation information and demonstrates the City of Bellevue’s commitment to sustainability. This project helps the city publicize their wide range of resource conservation efforts.
The IES team partnered with the City of Sequim to achieve sustainability through renewable energy, resilience during emergencies, reduce energy costs, and take advantage of available incentives funding sources, and credits. The City of Sequim selected Integrity Energy Services (IES) to design and implement a 50.05 kW DC PV array through an Energy Saving Performance Contract with the Washington State Department of Enterprise Services (DES) Energy Program. As part of the financial incentives for the implementation of solar power EEMs, the City of Sequim received $75,000 in Department of Commerce grants for the project. This project reduces annual carbon dioxide emissions by 21.7 tons (43,423 lbs.) of CO2, which is equivalent to planting 6 acres of trees.
The Fife Swim Center is a cornerstone facility for the City of Fife that is widely used and valued by the community. The city was seeking opportunities to improve aging building infrastructure and reduce utility consumption. Working through the Washington Department of Enterprise Services (DES) Energy Program, the City of Fife selected Integrity Energy Services to identify, develop and implement measures to upgrade facility systems while saving energy. As part of the process, Integrity assisted the city in a competitive energy efficiency grant application. A grant award of over $130,000 and $60,000 in utility incentives significantly reduced the amount of capital funding required to complete the project.
The City of Mukilteo selected IES to design and implement a solar PV array through an Energy Saving Performance Contract with the Washington State Department of Enterprise Services (DES) Energy Program. This procurement approach will enable the City to complete the implementation of renewable energy technology at their facility in the most cost-effective and timely manner. Our team installed a 6.4kW solar PV array with an estimated annual production of 6,272 kWh to significantly offset annual electric utility consumption. Utilized the Department of Commerce funding of $40,000 towards this project. Provided an estimated annual utility and operational cost savings of $571. Annual reduction of 2.8 tons of CO2 – equivalent to planting an acre of trees.
Whatcom Community College is proactively working to address critical facility infrastructure needs and significantly reduce utility consumption. As part of that effort, the College commissioned Integrity Energy Services (IES) to conduct a comprehensive facility evaluation of lighting, mechanical, electrical, and energy management control (EMCS) systems. IES guaranteed that the installed systems will perform so that the energy savings will meet or exceed the guaranteed energy savings of 343 kilowatt hours of electricity per year. This project will reduce the Colleges utility consumption which equates to reducing CO2 emissions by 0.2 tons per year.
The King County Department of Natural Resources and Parks (DNRP) in Washington State, USA, has embarked on an energy efficiency initiative to reduce utility consumption significantly. The initiative includes a comprehensive facility evaluation and the implementation of energy efficiency measures and solar photovoltaics at the Enumclaw and Vashon Transfer Stations. The project, carried out in partnership with Integrity Energy Services, guarantees energy savings of 155,184 kilowatt hours of electricity per year. The environmental benefits include a reduction of CO2 emissions by 77.6 tons per year. The project represents a key element in achieving the goals of providing reliable renewable energy, implementing projects in a timely, cost-effective manner, reducing utility consumption and expenditures, and improving system reliability, longevity, and performance.
TESC selected Integrity Energy Services to design and install a 20kW solar PV array at the Tacoma campus. The project was initiated by students who were conducting analysis of the technology as part of their curriculum. IES worked with the students to incorporate their efforts into the project and impart real-world experience throughout the process. IES helped TESC secure a $73,279 grant from the Department of Commerce for this project. Project development and design is complete with installation.
The City Of Bellevue Is Very Proactive In Working To Reduce Utility Consumption And Associated Expenditures While Improving Aging Infrastructure. As Part Of That Effort, The City Partnered With The Washington Department Of Enterprise Services (DES) Energy Program And Selected Integrity Energy Services To Identify, Develop And Implement Energy Efficiency Measures. The Project Team Identified Conversion Of Street Lights To LED As A Very Cost Effective And Beneficial Measure And Included It In The Final Project Scope. As Part Of The Process, Integrity Assisted The City In Preparation And Submittal Of An Application For An Energy Efficiency Grant From The State Department Of Commerce. A Grant Award Of $500,000 And Over $200,000 In Estimated Utility Incentives Significantly Reduced The Amount Of Capital Funding Required For The Project.
Bellevue City Hall is operated with year-round heating and cooling loads. The warm-weather heating loads are needed to maintain the integrity of the functional artwork, terrazzo floor that runs the length of the public concourse. Integrity Energy Services designed and implemented a unique, very effective solution, installing a heat recovery chiller sized to serve the computer room cooling loads in the winter and the floor heating loads in the summer. Once the heat recovery chiller was installed, the boilers no longer needed to operate during the summer which resulted in significant natural gas savings.

Mike’s energy efficiency project development and building system design experience dates to the late 1980’s. He has hands on audit, design, and construction management experience with generally every type of mechanical and electrical system found in Pacific Northwest commercial buildings.
Mike’s technical expertise and insight have enabled him to develop numerous innovative projects during his career. His greatest attribute is his desire to do the right thing for a client and stand behind his work without compromise. With that approach, Mike has developed many long term relationships with customers that routinely rely on him.
